German Federal Council calls for extension of the deposit obligation

The German Federal Council is committed to extending the deposit obligation to all beverage cans and disposable plastic bottles for environmental reasons. The type of drink should no longer play a role in the question of deposit, according to a resolution adopted on March 13, 2020.

Recycling: not at the expense of quality

However, a prerequisite for the extended deposit obligation is that the recycled materials obtained from the one-way bottles are also easy to recycle.To justify this restriction, the Federal Council refers to the material composition of single-use plastic bottles for fruit and vegetable juices: They sometimes make recycling impossible.

Better labeling

In addition, the federal states demand relief for consumers: at the moment, the respective deposit system is often difficult to see on the packaging.They should therefore be clearly labeled with the terms one-way and reusable.

Increase recyclability

The countries therefore also advocate increasing the recyclability of such PET bottles. For this purpose, the federal government should influence the economy to do without appropriate additives that prevent "bottle-to-bottle" recycling.

Transition periods for the economy

Since the expansion of the deposit system for various industries entails increasing costs, the Federal Council further advocates that the Federal Government carry out an extensive cost impact assessment in advance of the expansion of the deposit obligation. In addition, the trade with transition periods should be relieved.

Strengthening the reusable system

The Federal Council also sees a need for action in terms of tax law: it should not be the case that single empties are at a disadvantage compared to individual empties when it comes to deposit money.Therefore, the use of standard bottles to strengthen the reusable system must be promoted. The federal government should take appropriate measures in coordination with the federal states.

Federal government's turn

The resolution is now forwarded to the federal government. It decides whether to address the concerns of the countries. There are no fixed deadlines for this.

The current regulation

The deposit was last changed a good year ago. Since then, disposable beverage packaging of carbonated fruit and vegetable nectars and mixed drinks with a whey content of at least 50 percent deposit must also be paid. It is 25 cents.
